Not since Microsoft started requiring OEM installs to put the certificate of authenticity on the computer. The license does go with the computer unless it is transferred to another computer at which time the sticker should be moved. Even if the software is registered to the original owner it opens up a rather interesting can of worms. If the original owner claims ownership of the license they are admitting to selling a computer with "pirated software".
