Is there any way to create this in photoshop CS?

What do you mean by 'create in Photoshop's? If you can
draw and paint then you can. But if you mean is there an automatic way to create 3 dimensional droplets with
reflection... I don't think so, pretty sure. You can copy and create a fill with this that is seamless and you can vary the pattern so that it has more variation and doesn't repeat so often that it looks bad as a fill in large areas...

I doubt that it would look that good, even if created in a 3D program like Strata, unless you had a lot of experience.

I think if you follow the tutorial I posted earlier you will find you can get very acceptable results with little, or no, artistic ability!! You will need a little Photoshop ability to copy the layer style, in the downloaded image, though.

There are plugins to do it in seconds.
No artistic skill is required at all.
