From a google search, it appears that DLL is used by some scanners, as well. According to one site, the file is produced by Accusoft.

I don't know what it was. I uninstalled Photoshop, re-installed, and one by one installed a plug-in and opened up Photoshop to see if the error came back. I didn't install some of the plug-ins because I found out they were really old, so I'm thinking that Photoshop just didn't like a particular set of old plug-ins that I had tried to install.
