Please could someone advise me on, or suggest a site that explains simply on how to load Photoshop Plug-ins. I would also like to load alternative fonts. Any help would be gratefully received.

Plugins are automatically loaded when PS launches, simply place your plugins in the Plugins folder. As for fonts, just install your fonts using the Control Panel Fonts option as you would install fonts normally

Sorry I posted to the wrong group. Can someone please refresh my memory as to where Photoshop Element stores its Plug-Ins. I want to add some 3rd party ones and understand I should copy them into this particular Folder.
Thanks Chuck. Yes I found my folder there. But when I open it there are 10 sub folders and I am not sure where to copy them into from here. I have the original PE which presumably is vers 1 and am running XP Home.
Another solution is to create a folder in My Documents and place them there. You can go to Edit>Preferences>Plugins and Scratch Disc and point Elements to that folder. The advantage I find to this method is I can point multiple programs to the plugins without having to have multiple copies. If the plugin is a program that must be installed this will not work always as some require an install for each program using them.
Some plugins go directly there (the ones with only one files), other requires you to run an installer that will create the sub-folder, in the plug-ins folder.
If it’s only one file, it’s safe to assume to simply drop the file there and it will work fine.
Remember that if Elements is already running, you’ll need to exit and restart it in order for the new plugins to be available in the Filter menu.
I keep my Plugins in a folder on C: drive called Plugins and point to that folder in Elements Edit>Preference>Plugins and Scratch Discs. I don’t share this laptop with anyone else, so I didn’t add it to a user My Documents folder. This way I can use the plug-ins in other compatible programs I use, like CorelDraw or Photopaint…and even Irfanview.
There are some plugins that come packaged with a self-installer, but if I am able to choose where it ends up, I add it to my C:\Plugins folder.
I have several plug-ins on my old laptop that I would like to send to my new laptop.

To be sure they’ll work you’ll need to reinstal them but you can try just copying over the folders and/or .8bf from your plugins folder, some might work.

Ps puts it’s own plugins in it’s own folder. Leave them there. Put plugins that you install separately in that extra folder (the non-PS plugins, I mean).
But do I need to write the serial number of my PS?
I don’t know wat this question means. You only use the serial number when you install Photoshop. No need to use it on installing other stuff.
I mean: When I open the Edit/Preferences/Plug-Ins & Scratch…. I mark the additional plug-Ins folder, choose the folder where I saved my downloades plug-ins, but below that folder selection (in the preferences window) appears: "Legacy Photoshop Serial number"… Do I need to write something there?
Because I try and try to install additional plug ins but the system goes down and I can not open the photoshop program again.

The Legacy Photoshop Serial Number only needs to be filled in if you have very old plugins designed for a much earlier version of Photoshop (4 or 5, I think) that required an old-style Photoshop serial number to work.
Why is that a dubious statement. Regular plug-ins work because you have interface access to them. You do not for the automate plug-ins. There is no automate menu.

One that you already have is the Filter Factory. It’s on the distribution discs in the "Resources and Extras" disc, in the "Goodies" folder. It’s old and somewhat limited (Integer-only math, for instance), but you can still do a fair amount of stuff with it.
Another possibility is Filter Formula <http://www.ats-vienna.com/graphics/>, which corrects most of the faults of Filter Factory, and is now free.
