Vector based text on PS

Is it possible to get vector based text on a PS image? When I used smaller size text on my PS images, they don't look crisp like vector based text. Should I use FreeHand or something else? Or is there a way of doing it with PS?

What version of PS are you working with?

It takes an absolute minimum of 1200 dpi before text starts to look "crisp" .... and most of the Imagesetters used in commercial prepress houses use even higher resolutions ... such as 2540 dpi or 3200 dpi.

What dpi is your image?

Text is vector based unless or until you rasterize it. What's the resolution?
