You can create animated buttons with Elements.
Now if by animated buttons do mean buttons that change when you mouse over them or press them down this is created by creating two or three different and separate buttons depending on what effect you want. Then you link these buttons with JavaScript.
On the other hand if you mean images that move you do the whole thing using layers and saving the image as a gif.
