PS CS docs won’t open on double click OS 10.3 G5

If I double click on a PS CS document, the app launches but I get file browser instead of the file opening. Likewise if I control click and try to open with PS, I get file browser, same if drag and drop file on to icon in dock.

It always worked on PS7 on my G4.

G5 1.8, 1 gig ram, )SX 10.3 PS CS
