I found the answer, by searching Adobe's User to User Forum I came up with this:
"found that by checking the allow indexing checkbox it may correct the problem. "
"I already had this box checked. However, when I unchecked the box marked "folder is ready for archiving" things worked fine."
On my system, by checking the allow indexing checkbox on the Filters folder, my problem was solved.

I am having exactly the same problem. It has cropped up before on this
group
but I have not found a cure for it yet. I also have PS 5.5 and PS
Elements
on this computer and both programs have the same problem with the
Lighting
effects dialogue box, so I am taking a wild guess that the problem may
be
in
the registry.
Sorry not to be any help Jonathan, but at least you now know that you
are
not the only one with this problem.

I have just reinstalled PhotoShop 5 on a different Windows XP Prof. machine - same problem.
The plot deepens.
