I’m working with some pictures that needs a white frame, about 2-3 px. Does anyone know how ones insert frames? I’m using Photoshop Elements 2.0. /Katja

or if you don’t mind losing part of the image you can make a stroke inside the layer
(not sure elements has this tool?)

set the background color to white in the toolbar
image>canvas size
click center square
add double the number of pixels you want to add to the edges to height and width

if you want a separate layer make it first before you start then you can add a stroke to the topmost layer to get another border between the image and the white by using effects> stroke

there are other ways
make selection around with marquee tool
contract selection by a few pixels
select inverse >>fill with white
