Can I be told of the links to the BEST tutorials for JPEG artifact removal.

try Neat Image. Its free and outstanding and in my view better than alien skin. But best depends on your definition of best and whatever you use you will have to learn. there is no instant answer. You might want to read the following,which is pretty comprehensive

Shoot, I know there was this one great tutorial on this site a while back, but I can't find it now! It involved creating an edge mask, converting the file to Lab mode, median and Gaussian Blur on the A and B channels, then using the edge mask to preserve detail run a tiny amount of Smart blur.
