not sure you can… (and really, why would you want to, you have no control over positioning of the pasted element)…
but you can paste above the target layer, postition it to taste then hit crtl-e to merge down. (or menu Layer> Merge Down)
Once you’ve made your selection, simply hold down the CTRL + ALT keys. You’ll see your cursor turn into a set of twin delta-shaped pointersone black and one white.
While holding the keys, drag in the document window you’ll make a copy of the area within your selection and the copid object remain on the same layer, and it will remain selected.

I usually switch to the move tool,to ALT(copy) the selection, but hitting CTRL does the trick faster!

It’s something I’ve done for so long, and it seemed so natural, that I just figured almost everybody beyond some certain proficiency level knew about it.
