How TO make 16 color images

hi all i have tried to figure out how to convert a 24bit picture to 16 colors not 16 bit 16 colors which is 4 bit i think but i can not do it

need to do thjis to make a bootscreen for windows but as windows only supports 16 color boot screens i need to decrese the colors how can you do this on photoshop CE i can not do it or figure it out

Well, not knowing if you've already created an image with only 16 colors or what, but you can try Mode/Indexed Color, set for 16 colors, (try Forced: none, Dither: none).

Or Save for Web, GIF, set for 16 colors.

Either way,if you need final file format of .bmp or something that's not supported as Indexed, then convert back to RGB and Save As.
