How do I make images open at 25% by default.

They always open at 33.33% which is too big.

Please help.

I have Photoshop 5.5

Photoshop opens images ‘as big as possible’ on your screen, within the limits of 25%, 33% 50% 66%, etc. It keeps the palettes uncovered, so if you want your images to open smaller, you could force that by moving some palettes to make less room for the image.

I have Photoshop CS, and they open whatever size fits best into the window. Anything from 16.7% for a fullsize photo, to 100% for a small image cropped for the Internet. I would be surprised if yours didn’t do the same thing.
