In order to change the image into duotone, it must first be grayscale.
Don't use the magic wand to select colors. It's a crude tool only suited to newbies; as soon as oyu start to learn anything about Photoshop, you quickly abandon it. Instead, sample the white with the eyedropper, click on the Select menu, and use the Color Range command. This selects everything everywhere that is the same color as whatever you clicked on with the eyedropper.
