How to make effect like this..

In Photoshop, select the "Polygon tool", then select the "Polygon Options" by clicking on the small dropdown arrow next to the "custom shape tool" (looks like a 5 point star).
Tick the star box, then enter the number of sides (Points) you wish the star to have.
Then by using "Free Transform" you can stretch the star to elongate it. For the light effect you could use the paintbrush and keep reducing the opacity as you work your way out, or use the dodge tool in a similar way, in fact there's lots of ways to do it, just experiment.
It's not the best tutorial in the world, but it should get you started for now.

make a new layer
drag below layer of girl and above background
use shape tool or polygon to make the white burst
use effects to add outer glow to it

I have some filters in Filters Unlimited that do this automated I made this awhile ago
