Hi is there a filter or program that makes a regular photo look like a cartoon drawing?

that's a bit general, but there are some things such as posterization, or line art filters that could produce the results you are looking for.

In my experience, tracing the image and coloring it on a separate layer have worked best.

Sorry, there's really not a one-size-fits-all program that does it all. Just depends on the look you're after.
