How do you make a Fill Flash in PS7 ?????

I was helping a friend with her PS Elements 2.0 program and found the coolest tool: "fill flash" under Image/adjustments I think. Is there any sort of "tool" or can someone tell me how to mimic a "fill flash" in PS7.

Do a search on "Digital SHO". It will probably show up as Kodak Digital SHO. At any rate it allows you to alter either / both the shadows and highlights to accomplish the "fill flash" effect. There is a trial download.
