Scroll speed in Photoshop CS

When selecting an area that goes off the visible area it moves right to the far edge, just getting the last point back on screen is only achieved by going backwards and forwards and hoping, until I get it positioned where I want. Highly frustrating and almost impossible with images over 100mb.

Is there a way of getting it to scroll slowly?

use the hand tool. hold the spacebar to temporarily bring it up and position your image where you want it.

no problem. i know it's not a solution, but it's at least a workaround.
