Changing the opacity of a selection

This is such a simple thing, but as I am a self-taught Photoshop user, it is something I have never learned to do.

I want to select part of a layer, and then reduce the opacity of pixels in that selected area -- making them, say, only 50% opaque, while keeping the rest of that layer 100% opaque. How can I do this?

With a layer mask.

Two words: Layer mask.

Create a new layer mask for the layer, using "reveal all." Click on the layer mask icon in the Layers palette. Make your selection. Fill with 50% gray.
