Make sure your explorer>tools>options are set to View Hidden files and folders

There MUST be an Adobe folder!

C:\Documents and Settings\~username\Application Data\Adobe

I’m pleased to hear you’ve found it!

From the path you’ve posted, I would expect your Save for Web settings to be located in:

\Appdata_wrkst\Adobe\Save for Web\8.0

However, I suspect part of your problem may well be the network setup. (And I imagine your Photoshop file-browser could impinge on the network performance since it caches all it’s previews in the same area, and those caches can get pretty large)
