can i make icons using photoshop?...
if ever yes, can u tell me how to make one, i have some icons but i cant open it using photoshop..... :(

i'm using win98SE with what u suggested would this work for me?....
dont have illustrator, i'm using adobe photoshop 7....

It should be mostly the same. You won't see the dropshadows in Win98, though, so the icons won't look exactly right for you.
Also, you can make the icons in Photoshop, just use the path tools available to you there to make the icons, or draw them by standard painting tools (that's not really recommended.)
Don't forget about GIF Movie Gear, or another similar program such as Microangelo.

There is a filter called icoformat.8bi that will let you save .ico files, but I can't find it again on Adobe's site and searching turns up blank. Anyone know where it lives?

It gives you a new format option in the Save dialog so you can save your file as .ico
