HELP MENU IN PHOTOSHOP CS DOES NOT OPEN

The help menu in Photoshop CS does not work. When clicking on a HELP topic the hourglass on the cursor appears only for a second and then it's as if I never clicked anything. All the Help menue items the same thing. I previously owned Photoshop Elements and it did the same thing.

I have the same issue with InDesign. I simply opened the help directly from internet explorer and created a shortcut in my quick launch task bar.
