If you reopen the eps in Photoshop, what mode is it in? Are you sure you didn’t somehow convert to CMYK?

I chose 2 pantone colors and saved in EPS. I even tried to save in DCS (as it says

Where are you seeing this CMYK mode? Are no Pantone swatches added? What happens if you select all unused and delete them?
