Photoshop 7 Save as BMP

I can not seem to save images as bmp files out of Photoshop 7. Is this a "new feature." I’ve been using photoshop since version 2.0 and have never had this problem before. Does anyone have a solution or know why this might be happening and how to correct it?

Is your image RGB, 8 bit and flattened?

Make sure the BMP Format plugin is loading (check the about plugins menu).
