If I select a square object and expands my selection by 3 px my selection is no longer square.

It simply cuts off the corners.

I dont use feather and antialias is set to 0 px.

Is it a bug or by design ?

By design, because if a square kernel were used, the corners would remain sharp for square and rectangular selections, but for any other shape, the selection would unevenly expand along diagonal edges. (Imagine a square brush being swept along the selection boundary instead of a circular brush.)

You could use Filter->Other->Maximum in Quick Mask mode to get square expansion of a selection.

Or, better yet, Transform or Transform Selection.
