PMS means Pantone Matching System. You can buy a book of 504 swatches, or use Photoshop's color picker. Click on the Color Library button to access it

If you have the swatch book you can match the colors closely to any object you wish.

A more practical approach would be to use Google to find some representative photographs, alt click on the object you wish to match, and Photoshop's color picker will automatically select a good match in terms of a PMS color. --

Since there is no standard for Bright Yellow rain gear you must supply more information inorder to obtain a Pantone notation. Do you know the D50/2

Thanks, Mike.
Is there any PMS color shown online? For example, any nick names or PMS number and shown online? Amy

No, but I just need to specify color for emergency preparedness presentation.

Amy, the pantone colours are in your Photoshop Colour Swatches. Open the Pantone (or PMS) Solid Colour Swatch. You can draw a large rectangle and fill it with the colour of your choice to get a better idea of the colour. HOWEVER. Depending on how well your monitor shows colour, it may not be that close to what the colour actually looks like when printed. You really need a printed colour swatch. Or know someone that has one. Any print shop will have one (probably several). If you deal with a printer I'm sure they would let you see it.

The closest thing I know if are named RGB color swatches for web use. You could certainly pick one of those, then use the color picker to come up with an approximate pantone color. Here's an example:
http://www.pitt.edu/~nisg/cis/web/cgi/rgb.html

So, bring up the color picker by clicking on the foreground swatch, type in the rgb number, click the Color Library button, select the appropriate coated or uncoated set of Pantone colors, and you'll be presented with the nearest Pantone color.

Keep in mind this is only an approximation, and you can get better results by matching an actual swatch book to the object in question. --

OK then you can pick any bright yellow - say Process Yellow or primary Yellow 012.

Both are a medium tone - full shade yellow.

It's really very simple.

Using your favorite local search engine, do an 'all the words' search on the string

safety yellow Pantone

And you will find references such as

"for yellow, PANTONE 109"

safety yellow (Pantone 109u)

"Yellow--Pantone Color No. 109U"
[The above is from "Hazardous Materials: Changes to the Hazard Communication Requirements, Including Revision of Design of Labels and Placards for Materials Poisonous by Inhalation (PIH)." Published by The Research and Special Programs Administration (RSPA) of the United States Government Department of Transportation (DOT).

Plus several thousand other references to Pantone 109 as the color commonly called "Safety Yellow."
