Yep, that's right. Read the chapter on color management in your manual.
Photoshop does color management. it looks at your exact model of computer monitor and your color profiles and then changes the color you see on your screen. It does this so that if you look at the same picture on three different monitors of different brands it will look the same on all of them.
Other programs like Web browsers do not do color management. If you look at the same picture on three different brands of monitor it will look different on all three.
You can disable color management in Photoshop if you want the picture to look the way it will look in other programs.
