Can Photoshop CS2 do photo collage?

I saw one on a restaurant wall, framed, of several pics arranged to look scattered, with drop shadows and text.

If not, I'd like to review some software that will. I want to do some childhood photo scans for my family.

Yes, of course. Any program that features layers can do collages. And I am pretty sure there are tutorials for such on the web.

And from Layers, you can even quickly, and easily, do Drop-Shadows from the Layer Styles.

Absolutely, though it's overkill. Using Photoshop to do a simple task like that is about the same as using a sledgehammer to kill an ant.

Seconded. Photoshop Elements can do this, and costs a fraction of the price.
