They probably can, but no-one is going to do that free of charge for you! They may well tell you how to go about it so YOU can learn to do it for yourself...

Look into the Poser groups. There might be someone there that has done a dragon who will share it. I've tried a centaur with Poser, but a dragon would be a major challenge.

How can i make new Clouths in Poser ???
