I want to crop images and keep a 2;3 ration. If I set the dimentionsto, let's say, 4 X 6 inches, the image is resized to 4 X 5 inches. Is there a way to avoid this?

select crop tool, fill in options at top for the ratio (4in x 6in) use the SHIFT key to keep proportions constrained and/or only use the corner resizers, do not use the middle resizers as this will distort the proportion.
If you set the dimensions to 4x6 it will stay 4x6 unless you changed it, it cannot become 4x5 by itself?

This is OK. Note, however, that you must leave the Resolution box empty if you do not want PS to resample your image.
PS will then compute how many dots per inch the printer must use to produce that size print.
OR. . . .You can add a resolution number to control the printer's dpi but CS will have to resample to produce your dimensions at that resolution.
If you have entered fixed numbers in the dimension boxes, there are no side markers in the crop tool. You cannot resize the crop area because you have already told PS exactly what size you want. Nor do you have to hold the shift key down. All you can do to the selection is move it by dragging with the cursor inside the selection.
When you have it set where you want, you can right click inside the selection and select Crop.
You could select Cancel if you don't like what you see.
