Water on Lens effect

Anyone know of a plugin or action which will give me the effect of water on the camera lens. I want to make the picture look as though it was taken in the rain. Preferably a freebie of course!

Eye Candy 4000 has a water drops filter, as does Eye Candy 3.0. Ulead particle filter also has a bubble effect that might be what you're looking for.
