Draw single 1 pt. line. Duplicate it and align directly under first line. Make the new line 3 or 4 pt black. Make 1 pt. line white and group together.
This is a good method. I would add that you can use Filter>Other>Minimum with radius set to 1 to make the bottom black line line wider.
You may prefer the look of making the original line thicker, and thinning the top white line by using the Maximum filter. If you want cleaner lines than the 1 pixel difference gives you, double the ppi of your image, and increase or decrease the line width by 2.
Draw your lines on a new transparent layer, put your text labels on top, and you will be able to modify them later without affecting your other work. --
