I guess you mean my graphics card when you say board...? Downloaded new Nvidia Drivers a few days ago. Have had the new DirectX 9 for awhile now.
(not sure about he latest AGP driver...what it is...or where to get it.) Tried the slider thing...but still had the problem.
Reinstalled Photoshop...STILL have the problem.
What else could it be...and fix it?

Probably a video acceleration issue. If you're on Windows, go to your display properties in the control panel, click on the settings tab and
then
the "advnced" button.
In there you will see a slider for the level of video acceleration. Move
it
to the left and see if the problem goes away. If it does, download the latest driver from your board manufacturer, and the latest DirectX and AGP drivers from Microsoft, and see if you can run normally with the slider to the right, fully accelerated position.
