Pasting Layers in Place

When I copy and paste a selection, I would like it to appear in the same exact position in the new layer as it was in the previous layer. Sometimes the selection will jump all over the place in the new layer when I paste it. Please help.

Make your selection.

CTRL + J will copy it into its own layer, in place.
CTRL + Shift + J wil cut it from its present layer and place it on a new layer, in place.
