I have to design a tee shirt for my sister’s pre-school class to wear on their graduation. The theme
is American Idol. Go here to see what I mean:

It seems simple enough. It is just an oval with Neon light font.
Since I am not a Photoshop expert, my biggest problem is creating the oval. I can make the dark blue
oval but I have no idea how to make the outer light blue boarder. I tried to get around it by making
a large powder blue oval and then placing a slightly smaller dark blue oval over it so that it looks
like a boarder.
Question 1: What is the correct way to do create an oval with a boarder.
Question 2: Is there a neon-like script font that looks like the logo? It almost looks like a 50’s diner sign.
