Error "106" on install, hangup and not complete.

I get an error 106 about half way through the installation of Photoshop 7.0 on Windows XP (brand new Dell). I know all the requirements are met. I have nothing running in the background. I shut down Norton and the Firewall... everything. What does this error mean, and how can I get this installed?

empty your temp folders. reboot. then copy the photoshop folder from the cd to your desktop. run setup from there.
