I have Photoshop elements and was wondering if I purchased the upgrade to photoshop cs, well if it would work?

No it won't. It will only upgrade a previous version of full Photoshop.

but you might be able to contact adobe customer support and get some kind of discount on photoshop cs. not as much as the standard upgrade, but some. give them a call...
