Photoshop CS Crop tool

When I try to use the crop tool I cannot position it precisely near the edge of an image. The dotted line jumps to the edge of the picture. Can someone please tell me how to fix this problem?

I find the problem on both Windows XP Pro and XP Home.

Hold down the Control key to temporarily disable the boundary snap feature.
