Ditto on Rene's recommendation. While a good tablet is relatively expensive (Wacom Intuos 4x5 inch is $200), you can't beat it for precision and a natural "feel". Larger tablets are available and there is a less expensive Graphire line that may also suit your needs. What I like about my old 4x5 ArtPad II (no longer made) is that it doesn't take up much desktop space and I still have room for a mouse. Actually, that's even more true for the new Graphire (I think) and Intuos tablets, as they come with both a pen and mouse, in which case the tablet functions as the mouse pad so there's no extra room for another pad needed. I don't know how good the mouse is though, and I like the added flexibility in key programmability offered by my Microsot Intellimouse Explorer Optical mouse. I use the mouse for most all of my coarse editing and switch to the pen for more dynamic (pressure sensitive) and precise edits.

There is no "best." It all depends on your preferences, your hand, and other individual factors. What works great for me might be awful for you.

As I have never had one of these before, so I am not sure of the price range that we are looking at here.
