no, layer was not locked... and no, layers don't need to be merged.. the way it works is that whenever you're on a layer, if instead of hitting just 'copy' you hit 'copy merged' (or ctrl-shift-c) it copies ALL visible layers, then when you paste in other file it pastes everything together as one layer.. I use a lot when I'm cutting imgs for the web from a mock-up.. but every once in a while 'copy merged' is grayed out in edit menu, and I still haven't been able to figure out why it does that.. ok.. thank you for your response..
