They do different things.
An image map is a way to set up a picture so that when you click on different parts of the picture, you go to different pages.
Slices are a way to cut an image into many images, and then re-assemble those images in a table to make the original picture.
Slices are used whenever you want to have rollovers--part of an image that change when the mouse passes over them--or whenever you want to do things that simple HTML does not permit, such as placing HTML text within an image.
