The not entirely true is that 16-bit plug-ins don't work or are limited. They may very well work in Elements if you could get a 16-bit image in to Elements. The fact that as far as I know you can't is a limitation of Elements and not the plug-in(s) unless the plug-in maker disables 16-bit support in Elements which you would never know because you can't load or scan in 16-bit images in to Elements.
Everything that is in Photoshop for 16-bit images is in Elements it has to be because some plug-ins do do their work in 16-bit mode which in the plug-in.
If you can't see the difference from what I am saying from what you said well I can't explain it any better. You went the no 16-bit plug-in whole sale and your wrong. There are other factors that may or may not having anything to do with the plug-in.

This is entirely not true. My PSE loads, displays, and saves pictures with 16bit color depth without any problems. Just most of the plug-ins don't work. See above.
