Provided that you have the Hebrew character set (font) on your computer, and if you see it in Word, you should, Ctrl-c (to Copy to Clipboard). In PS, select the Text Tool "T" and Click-Drag to create a Text Box of adequate size. The I-beam should be in the upper left corner of this box with Justification- Left set, then Ctrl-v [Paste]. Unless I am missing something from your post, that should do it.
