How Do You "Duplicate First Document" Manually?

In many Photoshop actions, I see a lot this command:

Duplicate first document
Name "Hello"

How do you manually do this? When I choose
"New" from the first menu (with name "Hello"), I don’t get exactly the above command recorded as an action.

You use the Image->Duplicate command.
