I am trying to see if there is a way that the web services (or "Adobe Online") that checks for updates and asks users to register could be disable and/or uninstalled so users that open the program would not able access and download the updates. The reason for this is that Photoshop is running on a network and users are opening sessions on a Citrix server using ICA and no one should be downloading or updating anything.

Any sugestions?

there are a couple of ways:

1) click the eye. Opens online update. Click the prefrences button. Set check for updates to never.

2) Edit> Prefrences> Adobe Online. Set check for updates to never.

3) Help> Adobe Online. Opens online update. Click the prefrences button. Set check for updates to never.
