Yes! Adobe provides a kit for doing this on their website. SDK or soemthing.

Yes - the SDK is on the CD for Photoshop 6.0 and earlier. Later versions of the SDK require subscribing to Adobe's developer program. --

as was mentioned - adobe's SDK, however don't expect to be up and writing anything very soon - it's a bitch to use.

http://www.centaurix.com/pssdk.html is a component package for borland's 'delphi' that implements ( much of ) the PS SDK, it works with C++ builder too, it's much easier to use.

For Photoshop CS you can easily write your own scripts, in several dialects/languages. Do a google for "scripts photoshop cs" and you'll probably find some useful sites to help you get started.
