"Reading Text Global Recources...Done" locks up CS

Ok , I delete my prefs and restart CS , works fine.
The problem is almost every day I have to do this. What is the cause? Every day I know I shut down windows properly.
Should I reload CS?

And when it happens again, e-mail me your preferences files. I'm trying to see if I can track down what's happening to them.
