How to gradualy change effects or fade out a picture

I'm using Photoshop CS and I like to know how to change the picture gradually. Here's what I'm trying to do. I have a picture, let's say 4"X6", and I want to make 2" from the border fade out gradually. Or here's another thing I'm trying to do. I want to change 3" from the border to different effect such as Artistic/Color Pencil. But I want to gradually change.

Any help is greatly appreciated!

Hi Charlie,

Try using the gradient fill on a new layer above the your image. Be sure to check the Transparency box(Gradient mask). You can set the color of your choice and also the angle etc.,
If you want two or more different effects on the same image, try feathering your selection(of the image) to a large value and then apply your effect. It more or less looks gradual.

I am using Photoshop 7, so I think it should be the same for CS version also.
