I have uninstalled and reinstalled PS Elements 3. I found the browser button of which you spoke and when I tried to use that it gave me the same message - may be open, files missing, out of date or damaged, etc. It gives me the option to repair and says it is successful but it really is not. We then end up going around in circles ad infinitum. I found "My Catalog.psa" which is a PSA File of 292kb. Now, what? I have taken PSE 3 off my computer. I don't want the download to come on. I have more than enough confusion with some other photo programs trying to be helpful.
It sounds like the reinstall is picking up some files from prior installs. If it is presently uninstalled on your system, you might want to make sure C:\Program Files\Adobe\Photoshop Elements 3.0 is deleted. Check to make sure C:\Documents and Settings\All Users.WINDOWS\Application Data\Adobe\Photoshop Elements is deleted. Further, you may find additional files in your personal folder that may have had your PSE3 settings and preferences saved. It may be and may look something like mine C:\Documents and Settings\Jimmy.WINXP-MYTOY\Application Data\Adobe\Photoshop Elements. Basically a through cleaning of old PSE3 files is in order before trying to reinstall. Lastly, make sure you have admin rights and turn off any virus protection while installing.
The downloader preference can be turned off as described previously, but with the Organizer not opening properly I don't know of any other method of disabling it.
