Illigal Operation in Photoshop 7.0 and Win98 SE

I’m using a Pentium 4 PC with Windows 98 SE and Photoshop 7.0. Photoshop gives and Illegal Operation in the file USER.EXE in c:\windows\system. What causes this and how do I solve the problem. I have re-installed Photoshop and played around in the Preferences. Nothing seems to work.

Have you actually reset prefs as described in FAQ?

reinstall the os (win98). user.exe is a critial OS file. 9x is prone to needing a reinstall every several months.

better yet format the drive (after backup) and install clean xp or win2k, make use of all that horsepower. you’ll thank me.
